Troy F. Kaplan, Esq. MBA has extensive, real-world experience in the medical and recreational cannabis space as a licensed attorney and as a licensing and regulatory consultant. He is licensed to practice law in California, New York and New Jersey. He has a national footprint advising sophisticated, compliance-focused clientele, including but not limited to dispensaries, cultivation centers and manufacturing facilities, in many of the most highly-regulated, state-run medical cannabis jurisdictions in the country.

As a natural result of his work, Mr. Kaplan is well versed in virtually every medical cannabis state’s enabling statutes and program regulations as well as hundreds of municipal zoning, land use and operating ordinances related to cannabis businesses.

Mr. Kaplan has won a staggering number of cultivation, processing and dispensary licenses for clients across the nation and continues to advise many more operators on expanding their businesses through organic and inorganic growth strategies as well as maintaining compliant operations. He also develops and drafts new cannabis legislation and regulations, including proposed amendments to existing laws, on behalf of his clients and, at times, at the request of lawmakers and program regulators. Most recently, he has facilitated the draft of the new, sensible legislation and program regulations for the Commonwealth of Pennsylvania, including advising various legislative representatives and program regulators with the goal of providing strict oversight and conservative operational rules for the Commonwealth’s developing medical cannabis program.

As a result of his efforts, Mr. Kaplan was asked to participate as a regulatory expert panelist for Pennsylvania Governor Wolf’s Medical Marijuana Roundtable held at the Governor’s Residence on March 18, 2015. Leveraging Mr. Kaplan’s domain expertise and ability to clearly address patient, operator and regulator concerns over safety, security and operational matters, his efforts aim to springboard Pennsylvania into becoming the most comprehensively regulated medical cannabis jurisdiction in the nation.

Mr. Kaplan has participated as a guest speaker/moderator for several industry seminars, expos and related events, including moderating a panel of NY license holders on the NY Medical Marijuana Program Experience at the 2016 Cannabis World Congress Business & Exposition, speaking as an industry expert on the future of federal cannabis policies at Greenhouse Venture’s 2016 Innovation in the Cannabis Industry: Forward Thinking & Sustainability conference, and lecturing as the most successful license application writer in PA at Law Seminars International’s 2017 Medical Marijuana in Pennsylvania: Anticipating Legal, Regulatory and Business Issues for Growing, Processing and Dispensing Medical Marijuana CLE seminar. Mr. Kaplan has also been published in the New Jersey Law Journal commenting on the issues associated with NJ’s flawed medical cannabis regulations.

As a cannabis attorney, Mr. Kaplan has represented an impressive assortment of key program stakeholders, including but not limited to commercial cultivators, dispensaries, infused product manufacturers, delivery service providers, medical providers, qualifying patients/caregivers, attorneys, and security providers. His breadth of experience combined with his unquestionable integrity, professionalism and work ethic position Mr. Kaplan as the ideal advisor to both legislative bodies developing new laws and regulations as well as qualified operators seeking licensure in the highly sensitive and often polarizing cannabis space. His business and legal background juxtaposed with his hands-on work and pragmatic approach in the cannabis industry nationwide provides the basis of knowledge and expertise necessary for such an advisory role.

As a volunteer, Mr. Kaplan is currently serving as the inaugural Chairman of the Pennsylvania Cannabis Coalition’s Dispensary Committee, the Chairman and CEO/President of a licensed non-profit dispensary in San Diego and as a Bronze Member of the Minority Cannabis Business Association.

Mr. Kaplan graduated Cornell University with a BA in Economics and Rutgers University with a JD/MBA. He graduated on the Dean’s List from the law school and Magna Cum Laude from the business school.
